With the recent controversial dismissal of Mr. Sherod Duncan, General Manager of GNNL, on April 3, 2019, a Guyana Graphic investigative team has uncovered the following information from reliable sources:
There was no formal vote by the Board of Directors of GNNL to dismiss Mr. Duncan. An email from a GNNL Board Member dated April 5, 2019, to Ms. Chandan Edmond stated, “Directors were only invited to share their views as to what should be the consequences of procedural breaches highlighted in a report into alleged misconduct of the General Manager.”
On April 5, 2019, Ms. Chandan Edmond acknowledged the issue and promised to “form an agenda item at the next statutory meeting.”
On April 6, the GNNL board member responded “I am questioning the legality of the process that allowed for the dismissal of Mr. Duncan. A query of such magnitude cannot wait until a regular statutory meeting” and was requesting a high level of “urgency to be given to this matter.”
On April 6, 2019, Ms. Chandan Edmond responded that the concerns were “noted” and “this matter will be addressed with the urgency it demands.”
Later on April 6, 2019, Ms. Edmond said: “I wish to add that if Mr. Duncan is of the view that he was unfairly dismissed, he has the legal right to seek legal redress and I am prepared to defend the process and the procedure.”
On April 6, 2019, the Board Member responded “As directors on the board we all must be on the same page. I am querying the process. I am not a spokesperson for Mr. Duncan. I am questioning the process used because I believe it to be flawed.
As directors we all need to be clear as to the legality of that process and the level of urgency cannot be over emphasized.
I have looked through tons of documentation looking for a means to justify the process that was used. I see none thus far.
Again I am stressing that this matter needs to be dealt with urgently.”
This string of communication has provided evidence that points to the fact that Mr. Sherod Duncan’s dismissal was via a flawed process.
Mr. Sherod Duncan has recently been reinstated by a letter from Prime Minister and Vice President Hon. Moses Nagamootoo to the Chair of the Board of GNNL, Ms. Chandan Edmond who subsequently resigned.
