Responsibilities
SUMMARY:
This is an entry- to mid-level professional position involving the furnishing of legal services to a public transit agency on matters within the jurisdiction of the Office of General Counsel.  The employee provides verbal and written legal advice, drafts and reviews legal documents and/or engages, as directed, engages in civil and administrative litigation and litigation support arising from the management and operation of the Authority's programs. The employee generally performs work of less complex matters in the Office and, with supervision, on more complex matters.  The employee receives work guidance from Associate and/or Senior Counsels on a regular basis. The employee reports to and is evaluated by a Chief Counsel.  

MAJOR DUTIES:
Conducts legal research and prepares relevant, clear and accurate verbal and written guidance and/or engages in civil and administrative litigation and litigation support on legal issues of minimal and intermediate complexity arising in areas of assigned responsibility. Performs work with direct and regular supervision. 

Drafts and reviews legal documents under the direct guidance of Associate and Senior Counsels. 

Provides and presents legal advice to General Counsel. 

Represents the Authority in transactions with outside organizations and persons concerning legal issues and/or represents the Authority in jury and non-jury cases in the federal and state courts and of the District of Columbia, Maryland and/or Virginia, and administrative matters and adjudications in these jurisdictions.

As requested, performs special legal and administrative projects. 

Meets or exceeds the standards and practices of the Office of General Counsel. 

Seeks professional development opportunities.

KNOWLEDGE, SKILLS AND ABILITIES: 

Knowledge of, or the ability to rapidly attain knowledge of, the legal precedents, laws, ordinances, rules and regulations governing the activities of the Authority. 

Knowledge and experience in areas of law related to assigned responsibilities. 

Ability to handle the legal issues and cases of moderate complexity. Ability to assist Associate and Senior Counsels in handling more complex legal issues. 
  
Skill in legal counseling and drafting legal documents and/or knowledge of and experience in civil and administrative litigation above entry level. 

Demonstrated ability to perform legal analysis and research above entry level and to communicate effectively in both verbal and written presentations. 

Demonstrated ability to establish and maintain effective working relationships with individuals and organizations with whom cooperation and interface are required. 

Ability to communicate effectively at all levels of the organization.

Qualification Requirements
In order to be considered for employment all applicants must meet the minimum qualification requirements.  Applicants should include all relevant education and work experience on their application.

Qualifications
Graduation from an accredited law school with LL.B or J.D. degree.  A minimum of five (5) years of demonstrated progressively responsible experience in legal research, writing, document drafting, and counseling and/or representation for cases in the substantive laws related to areas of assigned responsibility. Must be licensed to practice law in the District of Columbia, and for some positions admitted to practice before local and federal courts in the District of Columbia.  If not licensed in the District of Columbia, must have license to practice from another state and able to obtain license to practice law in the District of Columbia within 18 months of hire date.  

Licensed to practice law within one year after commencement of employment in Maryland or Virginia, and for some positions before the U.S. Court of Appeals for the District of Columbia Circuit and before state and federal courts in either Maryland or Virginia, including the U. S. Court of Appeals for the Fourth Circuit. Proven success in interpersonal skills, including the ability to work effectively with both internal and external professionals and the general public. 

To be non-competitively advanced to the GC-15 level, the employee must have received and overall performance evaluation rating of "Meets" for the past one (1) year at the Assistant Counsel I level, and have demonstrated the ability to perform the duties required for the Assistant Counsel II level.  

Progression is neither automatic nor guaranteed, and positions above the GC-14 level require an appropriate GC-15 level assignment which is dependent upon workload requirements. 

Experience may be considered in lieu of education if the candidate can effectively demonstrate functional/technical competence and progressive responsibility.
